Problem showing unicode constant fields

I'm using Crystal Reports 9 to create report in Arabic language.

Although its showing the data correctly but its not showing the constant text fields correctly i.e. constant fields in header/footer sections etc.

Some times it shows even these constant Arabic fields correctly in CR designer but not at run time in actual report or in printing. Even some times it shows Arabic alphabets correctly both in Desginer and in printing. It shows boxes, question marks and garbage data instead of Arabic.

I can't understand this unpredictable behavior of it.

I have already installed Arabic language and enabled RTL option in Regional Options.

If I set the Arabic in "Lanugage for non-Unicode programs" in Regional Options -> Advanced tab, it shows all data including text fields, data fields as garbage but if its set to English then it shows garbage only in text fields and database fields are shown properly in Arabic. But at CR designer in CR 8.0 it shows all data and text fields properly but in CR 9.0 and later it shows gardbage in designer and at run time.

Is there any CR representative here to tell me the reason why this random unpredictable behavior it has?

I have already installed the files for complex script RTL languages and I am using/typing Arabic language in several other software.

I have set the proper font (Simplified Arabic) for these constant Text fields in CR. For database fields its showing Arabic correctly but for constant text fields I have this problem and some times it works some time not random behavior.
