cannot login infoview?????

Hi all,i have an issue login infoview.when i try to login infoview it gives me the following message : Account Information Not Recognized: Unable to find servers in CMS gopal

and cluster with kind aps and extra criteria null. All such servers

could be down or disabled by the administrator.. when i checked in cmc the cms server was stopped. so when i tried to start the cms server it gives the following message: Central Management Server: Server gopal.cms.aps is already in the state requested.and the server doesnt start. Can anyone give me solution for this problem.Regards,sony
