Cant Make Multiple Queries in Webi

when i'm not an Administrator user i cant make multiple query report

when i make "Add Query" i got only the current universe which im working in now in the list, and none of my universe which i have an access.

but when i'm an Administrator user,, everything is working fine

any one faced this issue before??
