What is different about the spinners that work? Are the min/max bounds set appropriately? If the max is set to 5 and you try to enter 10 (manually enter it, not using the up/down arrows), it won't stick. I'd also confirm where you're inserting the value on the spreadsheet too. Can you copy a working spinner and position it where you want the new one and just change it's "insert into" cell (as well as whatever other parameters that are different)?
