Issue with delta loads between Infocubes

I have been experiencing an issue with delta loads between cubes after the BI 7.0 Technical upgrade. We have a nighlty delta load turned on from a cube to another cube. This works fine when there are transactions affiliated with the request in this datamart solution. But when the request has zero records, the delta load from cube to cube, brings in few transactions instead of zero records. Has anyone come across this issue? I could not establish a relationship between the data that is being pulled each time. But it is the same set of records.

Any advice?
