Create Portal User Id

I installed BW and Portal as one instance dual stack. In portal User Administration an error message to contact my system administrator is displayed when trying to create a user. The detail area is all gray and not able to change. I suspect user admin configuration must be performed but not sure. Any suggestions on why this type of error occurs is greatly appreciated.
