Customizing Error Message

When the server process is down, and we try to bring up the Enterprise Portal on the browser, a standard Error page for Error code 503 (Service Unavailable) is loaded, which says Application Stopped.

Instead of displaying this page, I want to display an HTML file on which there is a customized error message. Where can I make the changes so that this can be done?
