How can i activate Web Application Server

The Web Application Server is down.

How can i activate the Web Server.

I wants to use X BEx Web Application Designer and the show ist in IE.

The link is helpful. But i have a new Question.

I Have found out that the E_URL_SERVER configuration is wrong. Is thereby the E_URL_PREFIX is wrong. But I Can not find a option to change the setting.

Can anybody tell me, how i can change this setting please.
