Budgeting in SAP

I am new to SAP-FICO. Can anyone tell me which module in SAP supports the Budgeting through CAPEX? (without creating internal orders)

Hi

if you go to IMG and see Public sector management, you will find Budgeting there, and it is covered by FI/CO team, please let me know if you need any help on this.

the only solution for CAPEX plannig is IO.
