Your question is not clear. You want to do multiple billings for a single delivery but you have not specified any reason as to why you want to do multiple billing.
There is no seperate transaction for this. Put billing block for the line items in the delivery, release one by one and do the invoice. So you can create multiple billing documents for single delivery with more than one line item.
