Can any one throw some light on Restocking fee
where it is used and how it is used???

If a customer returns goods, especially big ticket items, vendors usually charge a "restocking" fee. Big-retailers in the US like Best Buy and Circuit City usually charge a 15-25 % restocking fee. If you returned a $1000 laptop which has no problems, the stores would charge you $150 (@15%) and give you a credit of $850.
You can implement this with a % discount/surcharge condition type in your returns processing.
