Azure Marketplace HANA Express (with XSA) does not show Create NodeJS Module in WebIDE

Using the HANA Express (server + XSA) provided by Azure MarketPlace.

SAP Web IDE for HANA SPS 02 Patch 4 (Build 4.2.21)

xs restart nodejstools - work and started

From the Web IDE (Tools/Preference/Features:

Tools for Node.js Development is enable.

But "The feature you selected is unavailable because of a technical issue. Please try again later.

This happens also to

(1) portal-webide-plugin

(2) SAP HANA Database Explorer

(3) Tools for Java Developmernt

Questions

Is there a way to manually create "NodeJS" business logic module in Web IDE (HANA Express) ??
