Work order

Hi

There is a work order with some cost on it. The business requires this order to be closed. However it does not allow to be closed since there's cost. The order is marked as "Non-billable) and also has a settlement rule to transfer the cost to a different cost center (from that assigned originally).

I am not an expert on work orders and therefore my concern is why should a work order that has been created as non-billable be required to settle?

In this scenario the work order has been created in 2004 and no postings have been made after 2005. Therefore if I run the settlement rule now, the cost center will have positing for 2008 showing up (which has been incurred only in 2004/5).

Appreciate if someone could clarify this.
