Retrieving the COM class factory for component with CLSID

I am using this link for crystal report setup http://downloads.businessobjects.com/akdlm/crnetruntime/clickonce/CRRuntime_64bit_13_0_21.msi
its work fine when it was an local machine.problem start when i was tried to deployed on vps.
1.my question how to solve this error.
2.after long search some link show crystal report required licence copy. because i am using free download crystal setup
please help me.
