When I bump into such an error message, first thing I do (unless I know by heart what needs to be done) is check SCN using google search and checking for SAP notes on https://support.sap.com/notes
I used keywords "cannot get list of all agents" ~ always try to use a part of the error message that is thrown to search, if needed you can still filter on component (Solution Manager starts with SV).

now issue has been resolve using below snote.
2078223 - "Cannot get list of all agents" during Managed System Configuration and other EM related errors
2097404 - Basic Configuration: Introscope Enterprise Manager offline due to java.lang.reflect.InvocationTargetException
1771826 - SOLMAN_SETUP activities fail with 'All configured Enterprise Managers are offline'
