Web Application Designer and Cached Content

We have an issue where changes in a newly published application created by the Web Application Designer are not showing up when the application is previewed. The change does show up after a long period of time, but of course when making changes in development, this really slows things down.

Anyone have any idea what's causing this? This is a nw70 SP12 system.
