Replication User Privilege Error while Verification of Rep Agent

Hello ,

Set up - Source Oracle 11g

Destination Sybase IQ

Using Replication Server to replicate between oracle systems to Sybase IQ .

Before building the Rep Agent while verification I'm getting,

com.sybase.ra.admin.oracle.RAOAdmin verifyPDSConnections ERROR: User ID
<RA_USER> for primary database does not have sufficient privileges --
invalid option: initialize_instance=yes

Getting this insufficient privilege error though required permisssions has been provided in Oracle Primary
