Hi,
Is it possible possible to assign 2 HTS numbers for same material and same regulation for export purposes
If it is possible, which HTS number is determined for export customs document and how it is determined

We can assign more than one product to a single HTS code but not vice versa.
As per my knowledge, customs document picks the HTS code or any classification from the product master. Hence, I guess its not possible to assign two or more HTS codes to the same product under the same legal regulation.

What scenario are you encountering that needs this requirement? For US export, as stated above only one HTS per legal regulation. For ECCN, based on the determination strategy could technically have more than one. However, it would be very unusual.
Can you please provide details of the scenario?

We have similar situation for HTS codes (for import process), Business needs to classify multiple HTS codes for single product using one Legal regulation.. is it possible ?

Following message received from SAP in response to the OSS message raised for this scenario:
"The ECCN number assignment to a product is stored on the database as a combination of the product unique id and scheme which are the secondary keys. So It is not possible to assign multiple ECCN numbers to a product from the same ECCN because of the architecture of GTS where it is expected that one product has exactly one ECCN number to it.
As a workaround I would propose creating multiple legal regulations, by creating copies of the schema that you want to use and renaming them and assigning them individually to the different legal regulations that you are using. So essentially the classification codes and the structure of the schema is the same but is renamed in GTS. This way you can assign a different ECCN in these renamed schemas to the same
product.
