Hello Sandy!
There is a template in Data Workbench you can use: Attritube Assignment Item.
You can follow instructions on how to use in this KBA: 2333400 - How to Update Marketing Attributes Using Data Workbench Work Center.

Thank you Taciana for your response---
I have tried to follow the KBA but still do not have luck in loading the attribute set to customers in C4C. There are currently no attribute sets on the accounts and we used the process in C4C to create an attribute set and created attributes that we added to the set. We would like to take a list of account and mass update them with the attribute set but using the instruction in your response does not seem to work for this requirement. The templates are expecting external ID values for the attribute set which I'm not sure, but seems like it is expecting a set that was possibly created in CRM on premise. We really want to start to use Marketing Attributes but the key to this being successful is to be able to mass load the set onto the accounts. If I try to export the accounts using the Attribute assignment, I get no results because the set is not on the account. If you can help any further it would be greatly appreciated.

I was able to work around this issue by creating one attribute value in the set that has a default value (I used "Is a valid account" and then defaulted it to Yes. By using the mass upload for the defaulted value of the attribute, by default the attribute set is also on all of the accounts.
