Cost To Complete Calculation in SAP PS

I have below two queries on how cost to complete is calculated in SAP PS:

1. If an activity has a fuel cost that was planned to cost Rs 70 per litre and now in this activity it is actually costing Rs75 per litre, when calculating cost to complete what would be the fuel rate considered for balance work in the already started activities and for the activities that didn`t start yet to calculate the cost to complete?

2. If excavator was planned to excavate 100 m/day and now in the activities that is already started, it is doing 50 m/day only. What would be the productivity considered for balance work in the already started activities and for the excavation activities that didn`t start yet when calculating the cost to complete?

Planning is done with activities that are assigned to WBS elements.
