Localization Toolkit and Adobe Livecycle Design

Dear SAP ByDesign Expert,

I have two questions as the following:

1. For customer which is in non-localized country, do they need to purchase additional license for localization toolkit to be able to configure localization such as withholding tax?

2. If they custom the form, do they need to purchase Adobe Livecycle Design separately?
