How to Block Project Managerment(OPMG) being Canceled version 9.2

Hi All,

I wrote a procedure in SBO_SP_TransactionNotification to Block Project Managerment to be canceled when it was used somewhere else, but it does not work for that when I cancel a Project, It does not execute the SBO_SP_TransactionNotification...why?

It's not about the code, Canceling operation does not execute the SBO_SP_TransactionNotification, Is't a bug?
