Cannot delete accounts because the Azure account does not exist anymore

I am trying to deploy a CAL which I have done before but it now say the CAL is locked. The reason I believe the it is locked is that I had three instances on a Azure account that no longer exists. It will not let me delete the accounts because they is no access to the associate Azure account. Two questions. One how do I delete the accounts now? Once deleted will they free the CAL from being locked?
