Does the Crystal Reports 2016 trial include the runtime?

We utilize an ERP solution which includes Crystal Reports as part of it. This ERP generates rpt and xml files via Crystal Reports. We want to leverage those files to generate printouts and previews in a new stand-alone Crystal Reports solution, driven by .NET development. So, I downloaded your Crystal Reports 2016 trial and while trying to generate a report from already existing rpt and xml files, I get error "Could not load file or assembly 'CrystalDecisions.ReportAppServer.CommLayer, Version=13.0.2000.0, Culture=neutral, PublicKeyToken=692fbea5521e1304'" on this line "var cryRpt = new ReportDocument();"

When I searched your forums / Q&A archives for my problem, I was seeing that people installed a 32-bit runtime to solve it. I'm confused about the difference between Crystal Reports 2016 and the runtime, if there is a difference. I'm also confused about the difference between SAP Crystal Reports and SAP Crystal Server. Can you have one with the other? How do they overlap? And what parts of these are part of our existing ERP solution? What is the best path forward?

Crystal 2016 does not include the runtime or the SDK. However, it is available for free download from here: Download the .exe for integration with Visual Studio. The other downloads are the various runtimes that are available for deploying with your application. DO NOT install one of the runtimes on your development workstation.
