call lists and business roles involved

Hi,

I have created a campaign and chose telephone as the communication medium, but it has not yet generated a call list or maybe i am not able to find it in the business roles used.

I am confused as to what business roles are authorized to generate, access and distribute a call list to the agents ?

Kindly please help, i really need to clarify this.
