Checkpoint Groups set to Inactive after transporting

Hi we have an issue where the chackpoint groups are automatically being set to inactive in TST after transport from DEV. We suspect it may have to do with the server selection that is assigned to the checkpoint group (development is the only option at the point of creation). If this isn't the case, can anyone explain what is causing the issue? If it is the case, is it just a case of opening the subsequent systems up for change and changing the server then reactivating?

I have no technical explanation for this behaviour yet it makes perfect sense to me because with checkpoint-groups you may even introduce (switchable) break-points into the ABAP sources in the target system.

Therefore, activation checkpoint-groups should be a temporarily and deliberately action executed in the target system using transaction SAAB.
