Account Balances shown as zero in DART FEC Extract

Hi fellow SAPians,

We have recently implemented SAP Notes for DART Extract required for France FEC legal requirement. When I create the DART extract via FTW1A, account balances are shown as zero (different from Item Totals) for all the accounts.

I cannot even verify the control totals in FTWE therefore. Can anybody point out here what could be the possible issue?
