Rebate settlement

My company wants to have following rebate procedure: In case customers do not reach their sales target value, company wants to settle rebate with zero value and don't want to pay the accrued amounts.

Any help to solve this?

Create a credit memo request

Set the value of the credit memo request to zero

Generate a credit memo with the value zero.
