Can I download PowerBuider 2017 Windows10 certified and register with License file from SAP

Can I download PowerBuider 2017 Windows10 certified (from APPEON) and register with existing License file from SAP

Or

I can just download new PB 2017(Win10 certified) and install over the existing PB12.6 classic that installed 1 yr+ ago?
