How to block creating sales order via service notification

Hi guys,

While creating a service notification (IW51) the user can press a button to create a sales order.

How can I control the user can't create any sales order if his superior did not confirm his notification yet.

Can I work with some user exit and control if the workflow task that confirms the notification was executed?

Any help would be usefull, thanks in advance.
