"waiting for communication services" ,when try to send a mail outside (SCOT ISSUE)

When I schedule a Mail via Process chain, mail gets stacked in the Queue and gives an error msg as (Waiting for communication Services), but if I manually trigger in SCOT it works fine,
but my concern is it should work automatically (timely manner).
