Set Vendor Posting Blockage flag for a future starting date

My customer requires that they would be able to posting blockage flag for a vendor, starting from a specific date.

Like, '0001001530' Vendor is to be blocked from 01.07.2018 and on.

I know it can be achieved using a custom Z development changing LFA1-SPERR/SPERM fields, but my question is can it be achieved by ECC ERP standart tools?

We use ECC EHP 8 , but not S/HANA.

Till now there are no functionality like that.
