Most likely you are running out of resources, so that Job server can't open any more sub processes.

memory/cpu resources.
Basic sizing issues.

Memory and CPU utilization is normal but we can see that for every job GC files are creating in the respective jobs servers.

i observed this whenever the concentrate jobs is reaching max then we can see this message/ warning in the logs.

Can you please let us know is because of GC files we are getting or is any way to avoid to create GC logs?

What is normal ?
GC files are simply logs of the garbage collection process for the java processes being used. They do not cause anything by themselves.

You should trace the processes/workflows that produce errors. Isolate what sequence of events/workflows etc leads to the problem.

50% of memory and CPU has been filled.

I think you need to open support incident with SAP under BI-BIP-ADM component.
Your issue requires a screenshare with support engineer to resolve.
