1. Is XI/PI (or SAP platform) supports reliability?
If it is yes, then how can it be enabled?
2. Do we need to use queues?
3. Is WS-ReliableMessaging supported?
4. How can retries by implemented?

If it is yes, then how can it be enabled?
---> Yes, Scalability and Reliability Diagnosis are the key points of SAP XI.
SAP XI had the Central monitoring tools such as SXMB_MONI & Runtime Workbench for indepth monitoring for Messages.
XI/PI supports the relaible and secure Message trnsitions across the Firewalls also.
2. Do we need to use queues?
---> You can use the Queues and also monitor it for teh reliability that you might be loking for. XI/PI have the provision for it.
3. Is WS-ReliableMessaging supported?
---> Yes SAP XI/PI supports Web Service Reliable messageing also. it also supports the secure connectivity across HTTPS i.e. SSL Layer.
4. How can retries by implemented?

Regarding message level you can encrypt the message using certificates.
