How to extract personnel statistics from HR publlic sector

Hi All,

I've got the requirement to extract personnel statistics from HR/HCM public sector according to german law into BW.
In ERP system there is a SAP standard report: "RPSPSTD0" for entering those statistics and the next report: "RPSPSDD0" for downloading the data.
One way could be a flat file extraction from the application Server into BW, but only if there is no better solution.

Does anybody know if standard extractor for the purpose exists or the best way to implement it?
