BusinessElement - row and columnn restriction

I have a Crystal Report 2016 ( that contains a dynamic/cascading parameter.

When the report was published to our DEV environment, the parameter works as expected.

When I migrated the report and its dependencies to our UAT environment, the parameter was not populated.

I created a one-time schedule for the list-of-values (LOV) in BusinessView Manager (BVM), but it failed with an error:

Status of List of Values Instance: FailedServer Used: SHBOBJTEMAP101.AdaptiveJobServerError Message: There is a row and column restriction applied on the same field.No data will be shown.

Next, I created a report that used the BusinessElement (BE) that is reference by the LOV. When the report was refreshed, it generated an error:

This would seem to suggest that the issue is with the BE not the LOV.

Next, I examined the rights of the fields in the BE. Each were marked 'Inherited' for Everyone:

There is another BE in the same BV that functions, It's fields are marked 'Granted' for Everyone:

I tried explicitly granting everyone access to each field in the first BE, but I still got the error message (after saving and logging out/in).

Are permissions the issue? How did one BE get explicit Granted while the other is Inherited? I followed the same creation and promotion process for each.

How do I fix this? Can I delete the affected BV and its components without affecting the report that depend on them, then re-promote the BV and report?

Open the Data Foundation and the Business element associatev with the LOV and make sure there are no Filters applied.

There could be Default Filter - "No Data Access", make sure it is also not applied.
