can Lumira 2 do polygon/shapes hotspots like Power BI using Synoptic.Design

hi all, i am just wondering if Lumira 2.0 can compete with Power BI's for creating hotspots on diagrams/pictures in any shape, as can Power BI using Synoptic.Design plug-in.

in Power BI you can upload an image and draw a boarder on top of the image, and it can be a place were you can put metrics, colours, interactive hot spots, etc ...
