To have control: Only one WM Transfer order for one delivery.

We have WM implemented for picking the deliveries in our SAP R/3 system.

The requirement is that for any delivery there should be only one Transfer order created.

In our present system for a delivery for any reason if we are not able to created TO for one of the material then for the remaining materials TO will be created and then when those materials are ready in WM system then another TO will be created for same delivery. As per the new requirement this should not happen. If we are not able to create a TO for entire delivery then we should not create any TO. We should only create one TO for entire delivery.

The question is, how do I put this control so that we all ways have one TO for One entire delivery in WM.

Try with LT03 if this will resolve your issue then give authorization for user to use this transction only.
