problems with shell system creation in TDMS

I am attempting to build a shell system from a CRM 7 (NW74) environment. In my TDMS Central/Control system (SolMan) and sending system, I have imported the DMIS and DMIS_CNT packages up to SP11. I have an empty environment to create the receiving system, so I built a vanilla installation of NW 74.

I ran the SWPM system copy option to prep source system for the copy and defined the export destination on the sending system. The export prep step finished and built the directory structure, but there are no control files. Only the DBSIZE.TPL file was created. What might be the cause of the control files not being generated?

In the TDMS package I created for shell creation, the process is halted at the step "Assign Environmental Parameter Values". The error is: "Error in fetching the physical path from logical path"

I have defined the paths in FILE transaction in the TDMS control/central system, as well as in the sending system, so I'm not sure why it's complaining about not being able to 'fetch' path.
