Start Approval button" disappear in PLM Engineering Record

In HANA 1610 Fiori, we want to active approval route. When checking the following link, we need to select "Allow Advanced Process Route Features" checkbox in IMG.

However, there is no checkbox for "Allow Advanced Process Route Features" in Make Settings for Engineering Records.

Where can I active this function?
