Dear Emanuela, This error message is usually returned if you are trying to add a new row in the BoM and the type of that row is "Route Stage", but that row isn’t the first row and it’s the first Route Stage you are trying to add.
If you wish to add a component, please change the row type to component instead of route stage.
If you wish to add a new route stage, make sure it’s in the first row to setup the first stage of the BoM, just then you can add another route stage after the first stage components/resources.

If this doesn’t help, I suggest you contact your Partner/SAP and file an incident on it.
