Settlement Rule FUL PER Default

When the Maintenance Order is TECOd, it is generating settlement rule with 2 entries. Full and Periodic, both 100%. Where is this config (setting). How does the system know to generate 2 entries in the settlement rule.

Is it possible to have 2 entries when we try to generate settlement rule manually by going to menu option Go To -> Settlement Rule --> No Default?
