Unable to change the status of Equipment Card from Terminated to Active

I gave 1 Customer a CEC and then terminated the same and provided it to other customer. Now I terminated it for the second customer as well i.e that particular serial no is terminated for both the customers. Now when I am trying to make it active for the second customer it is not allowing me while I am able to make it active for the 1st customer.

First customer has service call attached with him which is already closed.
