Election for Online W-2 screen missing Employee Details and Election Details

We are setting up Online W-2. Business Functions (HCM_LOC_DI_29 & 94 ) have been activated. Features are coded. Tax Company defined. Tax Reporter has created W-2s. Infotype 3228 contains Online/Paper elections. The issue we have run into is when we go to SE80 and bring up Package PAOC_ESS_PER_US, then navigate to Web Dynpro and eventually to HRESS_AC_PER_US_ONLINE_W2. When we TEST the form, the Election portion of the page appears in the browser as expected. The election button appears if our IT3228 employee has no election, and the button is missing when our employee already has an election. The Employee Details and Election Details portions of the page are missing. If we are in PA30 editing the employee in another session and we test the form, we get an error that the employee is locked. The browser page is communicating with the correct employee data in ECC. Do you have any ideas as to what we may be missing?
