How to Create File Description for excel upload

Hello sap gurus,

Can some body tell me how to create File Description for excel upload to upload my planning data(CCA and PCA) in PRD. Is the File Description is Transportable? if not how do i do this?

Please let me know. Points will be assigned as an appreciation.
