Hybris 6.4.0.0, change delivery mode promotion make delivery cost always 0

• setup hybris b2c_china;
• create a promotion, any condition is fine, in action, select change delivery mode, then select Premium Delivery;

In the cart page, we will find that the delivery cost is always 0.

Hello, As far as I know, A Delivery Cost strategy needs to be implemented by the customer Therefore, It is recommended to customize the strategy according to your business requirement as you've already done. thanks
