Typically saving an object from within the WB does both the underlying DB save and any associated publishing that may need to occur. The web application content is actually published to disk (the web pages aren't queried out of the database everytime you click a hyperlink to a new page), so this would be a way to force a 'publish' of folder content, either at a Project level, a sub folder level, or an individual file level.
