Portal unusalble after set the EPCF level to 0

Dear Experts,

we are running on EP 7.0 SP14. Yesterday we set the EPCF framework.level to 0 and restart the java stack. After the Restart we logged into the portal but can't do anything. The JavaScript failure " 'EPCM' is undifined" is displayed so that we are not able to undo oure configuration. We search in any configurationtool(Visual Administrator, ConfigTool, SAP NW Administrator) to set the framework.level on 2 but unsuccessfull.

Can anybody resolve our problem or know anybody how to set the framework.level in the com.sap.portal.epcf.loader???
