When the system sends external email, the subject of the email should be as following ‘Past due Shipment; PO Number XXXXXXX TAMKO SO Number XXXXXX. Email subject line should automatically pick purchase order and sales order number, but it is not doing it.

In order to achieve it, we have typed as following in condition type document title ‘Past Due Shipment PO,&VBAK-BSTNK&,SO&VBAK-EBELN&’.

But email subject title still is not showing PO and sales order number?. Any suggestion on how to achieve it?

You need to write some ABAP code to fill in the fields, if memory serves. This has been discussed on SCN before and it's covered in SAP Notes as well. Please search before posting. I had a similar requirement some time ago and was able to complete it without posting a single question on SCN. All the information on this is already available online.

Also the field names are off, as Veselina noted.

Z001 is a custom output type and I cannot know what are your settings (e.g. what form you use for replacing texts), but there is no EBELN field in VBAK in my system, there is VBELN :)
