Restart of J2EE Engine and Web Dynpro application Session time expired

Hi SDN,

We have installed a new nw04s SP13 system.

when I log into portal and select WebDynpro IView the J2EE is getting restarted with following error message :

SAP WebAS Engine is starting...

If this state does not change within a few minutes,

please contact your system administrator.

Check the recommendations in SAP Notes: 943498, 764417

Message: Dispatcher running but no server connected!

But this error occurs only when I logon to portal and select WebDynpro IView for the first time. And if I select WebDynpro IView after restart of J2EE engine.I am getting an error:

500 Internal Server Error

The Web Dynpro Application 'Explorer' has expired. Restart the application using the Refresh button or via the following link Explorer.

Any suggestions how to fix this.
